Organizational Structure of the Ombudsperson’s Office for Transitional Justice

The administrative functions of the Ombudsperson’s Office for Transitional Justice will be led by the Director General under the guidance of the Chief Ombudsperson and ombudspersons. The departments in the organizational structure of the office will be headed by the directors. The main functions of the departments and units in the organizational structure are detailed below.

Corporate Service Department

The primary functions of this department are to provide administrative assistance to the office in carrying out its legal responsibilities and work on establishing a conducive work environment for the employees. This department comprises of four units. The units under this department will be headed by the Head of Corporate Affairs, under the guidance of the Director General.

The main functions of these units include managing the reception, stock and inventory management, writing daily minutes, preparation of annual report and the report to the President, arranging official trips, management of procurement and renovation work.

The main functions of this unit include recruitment of staff, management of attendance, leave and remuneration of staff, management of performance appraisal and training for staff development and carry out all tasks related to staff discipline.

The main functions of this unit include preparation of the annual budget and its implementation, formulating the cash flow plan, overseeing the office vault, receipt and management of income, preparation of the annual financial statement, annual financial statistics and facilitating the annual audit of the office.

The primary functions of this unit include development and implementation of IT policy, preparation of specifications for IT hardware/software, resolving computer network, hardware and software issues, setup of equipment related to IT, providing all necessary IT support to the office, management of office database and software, update and maintenance of the website and providing technical assistance in managing social media accounts. 

Technical Support Department

The main functions of this department are to receive, investigate, take all the necessary actions and carry out all the legal work related to the cases submitted to the office, and carry out all tasks of research and awareness related to the cases. This department comprises of four units. All the units under this department will be led by the Head of Technical Supports. 

The main functions of this unit include development of Standard Operating Procedures related to the functions of the unit, registration of complaints and maintenance of case registry, case management system, statistics of cases, responding to complaints and carrying out all administrative tasks of the Technical Support Department. The functions of this unit also include providing assistance in the preparation of the monthly reports and the information required for the annual report of the office.

The primary functions of this unit include the development of Standard Operating Procedures related to the investigation of cases, investigation and compilation of investigation reports for all cases and carrying out all tasks in ensuring the accountability of perpetrators. This includes sending criminal cases to the Prosecutor General’s Office for prosecution and civil cases to the Attorney General’s Office for litigation, work related to compensation and reparation for victims, and identifying the measures to ensure that acts of systematic violation of human rights and fundamental human rights do not repeat in the future. 

The main functions of this unit include development of Standard Operating Procedures related to mediation and victim support, resolving disputes in all possible cases, conducting mediation sessions, reviewing reports forwarded by the investigation team, compiling the mediation report, safely maintaining the reports and documents of cases handled by the unit and working with the Training Officer to conduct training programs when needed.

This unit is also responsible for working on providing protection and assistance to victims and witnesses involved in cases submitted to the office and communicating with other relevant institutions regarding victims and the arrangement of meetings with other institutions, management of statistics related to victims and witness protection.

Executive Department

The main functions of the Executive Department are organizing and managing the meetings of the ombudspersons, arranging and managing the trips and appointments of the ombudspersons, carrying out all functions related to the media and public relations of the office and is responsible for all trainings and research carried out by the office. The Executive Department comprises of two units. The units under Executive Department will be headed by the Director General under the guidance of the ombudspersons.

The primary functions of this unit include arranging and management of meetings and appointments of the ombudspersons, coordinating official trips of the ombudspersons, carrying out the administrative functions of the bureau, development and implementation of the communication and public relations strategy of the office, disseminating information to the media, arranging and coordinating press conferences, update and management of the website and social media of the office.
This unit is also responsible for publishing news and press releases regarding the functions of the office, establishing and maintaining relations with relevant foreign institutions, assisting in media campaigns and events organized by the office.

The main functions of this unit include planning and managing all research to be conducted by the office, compiling and publishing research reports, identifying the root causes of cases investigated by the office to ensure acts of systematic violation of human rights and fundamental human rights do not repeat in the future. Furthermore, coordinating with relevant institutions for the establishment of monuments and museums, and publishing books related to the experiences of victims subjected to violations of human rights and fundamental freedoms.

This unit is also responsible for planning and conducting awareness programs for senior officials and employees of state institutions, media and the general public, identifying training and awareness needs for employees and clients and conducting such programs as needed.
